There is a relatively easy solution in this specific scenario and one that can be tried without any problems whatsoever. All you have to do is go near the specific NPC with which this problem is occurring and then log out from your World of Warcraft account.

Log back in only a few moments after and your character should be almost right where you left them, with the quest exclamation mark now showing up over the NPCs head.
