The expected multiplier is only the crit multiplier. Reaction type, enemy resistance, defense, talent scaling, and DMG Bonus can change the final hit far more than a small ratio adjustment.

Overcap check: if raw CRIT Rate is above 100%, the extra rate has no expected crit multiplier value. Compare a CRIT DMG circlet or non-crit stat instead.
Buff check: set uptime below 100% when a crit buff is only active for part of the rotation. This prevents a short window from overstating average damage.
Freeze check: freeze builds can run lower sheet rate because team and set bonuses add effective rate. Enter those buffs before judging the 1:2 gap.
Circlet check: when rate is too low, a rate circlet may beat a damage circlet even with lower screenshot numbers.
Artifact check: use substat totals for the exact five pieces you are testing. CV is useful, but it ignores Energy Recharge and scaling stats.
Weapon check: weapon passives may be conditional. Use the weapon fields for always-on bonuses and the buff fields for uptime-weighted effects.
