In any server, commands are required in order to effectively manage players and monitor the server. While some of these instructions are required to ensure that the server continues to function normally, others are just used for the sake of providing humorous relief or amusement.
On a private server, there is no logical reason why you shouldn’t be able to utilize commands either. - The Wrong Version Of The Command Is Being Used

Third, if you are trying to run admin commands for an IP address other than yours and your client has been banned from that IP address as well as any others listed on that network’s ban list then you will not be able to execute them either.
