The wiki lists Intelligence Center level 1 as -15% and level 3 as an additional -20%, or -35% total, with Hideout Management bonuses attached to Intel.

Raid length does not reduce the actual cooldown; it changes the real-world cycle between Scav attempts.
The Scav cooldown is the timer that appear on the screen after a person is done completing a Scav run. The Scav cooldown will determine after how much time another Scav run can begin. The length of the Scav cooldown isnt a set time for every player because there is a variety of factors that can change the length of the cooldown.
Factors that may change the length of a Scav cooldown include a players Fence reputation, Hideout upgrade, and the amount of time that a person is away from the game. A players Fence reputation is one of the factors that can change the length of the Scav cooldown. The reputation will change the cooldown in increments, or what are refer to as “tiers”.
What the Scav Cooldown Is and How to Reduce It
Players reputation will not provide a cooldown reduction unless the player reaches a specific whole number in reputation. If a players reputation is, for example, at 399, it will not reduce the Scav cooldown until the player reaches 400. Another factor that change the Scav cooldown is the Intelligence Center in the Hideout.
The Intelligence Center reduce the Scav cooldown at level one in the Hideout, but provides an additional reduction in cooldown if the player reaches level three in the Intelligence Center. Additionally, the Hideout Management skill can provide more additional reductions to the Scav cooldown, as well as work in conjunction with the Intelligence Center upgrades to continue reducing the Scav cooldown length. While these Hideout and reputation upgrades will not entirely remove the Scav cooldown, they will reduce the length of that cooldown.
The amount of time that a player spend away from the game can also impact the length of the Scav cooldown. If a player finish a Scav run and closes the game, the cooldown will continue to count down while the game is closed. If a player spends too much time away from the computer, the cooldown may end while the player is away from the game.
Additionally, the length of the raid that a player completes will also have an impact on the Scav cooldown. For instance, a player that completes a short raid in Factory will have a longer cooldown then a player that spends longer in Streets during there raid. A player can refer to a variety of tables to determine how your reputation and Intelligence Center will impact its Scav cooldown.
These tables provide the various reputation tiers and the various level for the Intelligence Center. By reviewing these tables, a player can decide whether they should focus upon increasing their reputation or increasing their Intelligence Center upgrades. Both require time and rubles to increase, so players must review these tables to determine which option will provide the best return on the players investments.
A player should of also understand that the Scav cooldown reductions will not increase forever. For example, the player may desire to increase their reputation to reduce their Scav cooldown. However, there will come a time when increasing their reputation will no longer provide any additional reduction in cooldown.
At this point, players will need to use their Hideout upgrades to continue to reduce cooldown length. Therefore, checking the length of the players current reductions will allow them to determine if purchasing a new Hideout upgrade will be worthwhile to the player. Overall, the Scav cooldown is a variable in the game that a player can control through the upgrade of their Fence reputation or through the use of their Hideout upgrades.
By reducing the length of time that a player must wait between Scav runs, a player can perform more Scav runs in a session. Performing more Scav runs allows players to acquire more loot, as well as earn more experience from each run. Thus, managing the Scav cooldown length is one of the method of managing the total amount of gameplay that a player can perform in a single game session.
